In Belgium we have two big ISP's (more or less) that have almost a monopoly on the market.

Netflix is coming to Belgium (not that I'm interested) and now Telenet (one of the big players) want that Netflix AND YouTube, ... pay for the data traffic that goes over their network.

Telenet is investing 500 million euro (656 mio USD) is his cable network in order to provide speeds up to 1Gbit/s.

They think that there's a potential to sharpen regulations so the big spenders who profit of this high speed datanetwork will pay a fair contribution.

This is causing quite a buzz amongst users over here because they are afraid Netflix but certainly YouTube will put extra costs and/or limits on the use.

What do you think of this. Did this also happen elsewhere (eg the US)?
